
Public Access Sponsorship Guidelines
GUIDELINES FOR "SPONSORSHIP" CREDITS DURING PUBLIC ACCESS PROGRAMS
A fairly common Public Access question that arises from time-to-time is that of "Program Sponsorship." Since various Public Access (P.A.) cable outlets have adopted differing stances on this subject, the following are responses to Frequently Asked Questions about "Access San Bernardino" and Program Sponsorships here:
-- In the greater San Bernardino area, membership is required in order to air programs on the "Access San Bernardino" channel.
-- The "Access San Bernardino" channel is operated by the City of San Bernardino's, Inland Empire Media Group.
-- "Access San Bernardino" appears on Time Warner channel 17, Charter 32, Verizon 32 and AT&T Channel 99 and streamed on-line at www.iemediagroup.tv
-- All Public Access submissions should comply with IEMGs two-page "Public Access Policies and Procedures" handout. This is currently available in our office, via fax and by mail.
-- The above document is based on the more extensive Inland Empire Media Group's P. E. G. Access Policies and Procedures. (Visit our office to review a copy of this document.)
-- The nominal running time for "half-hour" programs is 28:30 minutes; 58:30 minutes for "one-hour" programs. (Non-standard length Public Access programs up to 1:59:00 hours in length will be accommodated to the degree possible, however delayed playback scheduling may result.)
-- The above program running times include any/all "sponsorship" credits.
-- Sponsorships are handled "PBS" style. That is, they are permitted only at the head and tail of the program -- not during the body of the program.
-- The sponsorship permitted is essentially a "mention" -- in the form of a verbal and/or visual graphic (e.g.: "This program has been made possible, in part, due to consideration provided by....")
-- Sponsorships may be monetary or "in kind" (goods and services, such as videotapes used in recording the program, catering services provided during the production, etc.).
-- Said verbal announcements and/or graphics may include the sponsor's name, address, and phone number. A very brief description of the business -- without use of superlatives, may also be included -- time permitting. Mention of specific products, features and/or prices is strictly prohibited.
-- The use of superlatives ("The best [products/service/prices] in town") is strictly prohibited.
-- Overall sponsorship credits are limited to a cumulative total of 30 seconds at each end of the program. Within that timeframe, single sponsors are permitted up to 15 seconds; multiple sponsors are permitted up to 10 seconds each.
-- No other sponsorship references should be made during the program, verbally or otherwise.
-- Specific sponsorship, technical and content questions regarding Public Access programs should be discussed with designated IEMG staff before submitting the program or series of programs for playback consideration.
-- At your request, we will gladly "QC" (perform a Quality Control review) your program, and respond in useful detail to help you improve your program, and its compatibility with our needs and requirements.
